So, should I be concerned, and be trying to adjust my GPU and case fan curves to bring the temps down?

The 83 C number is probably set by Asus in their VBIOS, it might be slightly different for different manufacturers. It shouldn't throttle unless it actually hits 83 C, and the stock fan curve will max out at 100% right around 80 C.

No, you're not seeing thermal throttling, that would only be if your GPU was dropping below its base clock (~1700MHz usually, not sure for that exact card though).
